Mayor Daniel Lurie defended an upzoning plan for the Richmond District and other neighborhoods in the west and north of the city. He asserted that San Francisco's strong rent-control protections will remain intact and largely prevent demolition of rent-controlled housing and tenant displacement. Rachael Tanner, director of citywide planning, reported that only seven multifamily units were demolished per year on average during past upzoning. Residents demanded additional protections for local businesses and tenants. Lurie warned that further compromises could trigger the state's builder's remedy and strip San Francisco of local approval authority.
