Ukrainian President Volodymyr Zelenskyy proposed that the "hot phase" of the Russia-Ukraine war could conclude if unoccupied parts of Ukraine come under NATO's protection. He emphasized the importance of NATO offering membership to Ukraine as a whole, within its internationally recognized borders, arguing that partial membership would imply recognizing any portions as being under Russian control.
In an interview, Zelenskyy stated, "If we want to stop the hot phase of the war, we should take under the NATO umbrella the territory of Ukraine that we have under our control." He believes this approach allows for the possibility of recovering lost territory through diplomacy later.
Zelenskyy argued that any cease-fire must ensure Vladimir Putin does not attempt to reclaim additional Ukrainian territory, insisting that NATO must act "immediately" to protect regions that remain under Ukrainian control to prevent further invasions.
Rejecting territorial concessions, Zelenskyy has continuously outlined a victory plan centered around sovereignty and NATO membership. He criticized alternative plans to end the war that involve ceding land to Russia, describing them as "primitive."
