Ukraine Must Cede Territory in Any Peace Deal, Rubio Says

Senator Marco Rubio indicated that, for peace to be achieved, Ukraine must make territorial concessions for land seized by Russia since 2014. His remarks came during a trip to Saudi Arabia for talks with Ukrainian officials, following tensions fueled by the Trump administration's halt of military aid. Rubio stressed both sides must recognize that military solutions are unattainable and both must make difficult concessions. He also noted discussions about potential agreements on Ukraine's natural resources were unlikely to materialize in the near future due to past controversies regarding U.S. military support.
Mr. Rubio stated, "The most important thing that we have to leave here with is a strong sense that Ukraine is prepared to do difficult things, like the Russians are going to have to do difficult things to end this conflict or at least pause it in some way, shape or form."
Mr. Rubio emphasized that "both sides need to come to an understanding that there's no military solution to this situation, Mr. Rubio said. The Russians can't conquer all of Ukraine, and obviously it'll be very difficult for Ukraine in any reasonable time period to sort of force the Russians back all the way to where they were in 2014."
He added, "It would be imperative in future talks with Moscow to determine what Russia was willing to concede. We don't know how far apart they truly are."
Referring to past discussions, Mr. Rubio remarked, "The talks on Tuesday likely will not delve into the proposed agreement on Ukrainian natural resources...as compensation for U.S. military support during the three years since Russia's full-scale invasion."
