Andriy Kovalenko, the head of Ukraine's Center for Countering Disinformation, described the Volgograd refinery as one of the largest in Russia.
After the attack, Andriy Yermak, head of the presidential office, accused Russia of launching Shahed drones charged with shrapnel to increase civilian casualties.
