According to reports, Sargsyan is an Armenian who once held Ukrainian citizenship and lived in Horlivka, which has been controlled by Russian-linked forces since 2014.
The explosion occurred shortly as Sargsyan exited an elevator in the building's lobby, injuring at least four others and killing Sargsyan.
Ukraine's intelligence services had previously placed Sargsyan on an international wanted list for orchestrating murders in Kyiv since 2014.
