Blinken emphasized that if North Korean troops engage in combat, they would become legitimate military targets, noting, 'Should these troops engage in combat or combat support operations against Ukraine, they would become legitimate military targets.'
Pentagon chief Lloyd Austin pointed out, 'This 10,000 won't come close to replacing the numbers that the Russians have lost,' reflecting his concerns about the effectiveness of North Korean troops in the conflict.
