The offset lowered Social Security benefits by two-thirds of the government pension, so many benefits fell below the threshold and were eliminated. A 73-year-old widow with a $3,400 CSRS survivor pension received no Social Security survivor benefit for years despite eligibility on her husband’s record. After the Social Security Fairness Act was signed in early 2025, GPO stopped applying after December 2023, and benefits were restored retroactively to January 2024. Her Social Security survivor benefit was reinstated at about $1,100 per month, along with a one-time catch-up payment for the months missed.
