"Phyllis Carr passed away on July 16 in her husband Gregory Harper's arms after a lengthy illness at age 69. Phyllis was born in Jacksonville, Florida, on Oct. 9, 1955, to Carrie and Robert Carr. She moved with her family to Los Angeles in the late 1960s, attending James Foshay Jr. High and later graduating from Manual Arts High School."
"An honor student in the Upward Bound program, Phyllis matriculated at the University of Southern California and Cal State Long Beach earning a Bachelor's Degree in Business Administration. Phyllis worked then became a flight attendant for United Airlines finally relocating to Berkeley in 1992. That year she met her husband and they married in 1994. They lived in Berkeley until her passing."
"Phyllis became involved in civic affairs in Berkeley, forming the Neighbors of Stanton Street organization. When the city of Berkeley refused to pave Stanton Street notwithstanding the city had paved the surrounding streets and, pothole-ridden Stanton Street had not been paved since the early 1970s, Phyllis picketed Berkeley City Hall by herself for several weeks until the city relented and paved the street."
Phyllis Carr was born Oct. 9, 1955, in Jacksonville, Florida, and moved to Los Angeles in the late 1960s. She attended James Foshay Jr. High and Manual Arts High School, participated in Upward Bound, and earned a Bachelor's Degree in Business Administration from USC and Cal State Long Beach. She worked as a United Airlines flight attendant before relocating to Berkeley in 1992, where she married Gregory Harper in 1994. She earned a real estate license, worked at Mason-McDuffie, formed Real Properties Unlimited Incorporated, and handled residential and commercial transactions. She organized Neighbors of Stanton Street, picketed City Hall until the street was paved, volunteered on the Housing Advisory Commission, and donated to multiple charities. She passed away on July 16 at age 69.
