Opposition to Mayor Daniel Lurie's upzoning plan is emerging from tenants, small businesses, and a neighborhood group that contends the plan lacked a valid environmental review. Transit service to accommodate projected new residents is identified as a serious problem. Two supervisors have proposed legislation to address displacement, and Lurie has expressed support for one bill. Supervisor Myrna Melgar raised concerns about displacement of small businesses and rent-controlled units and proposed allowing rent-controlled owners in rezoned areas to sell development rights and creating a Small Business Construction Relief Fund for relocation support. Supervisor Chyanne Chen proposed disclosure, eviction protections, maximum relocation assistance, and rights to return to comparable units after redevelopment.
