The Massachusetts Attorney General certified the legality of a proposed rent control ballot initiative. Backers must submit about 75,000 valid signatures to the Secretary of State by mid-November to place the measure before voters. If approved, the initiative would cap yearly rent increases at 5% or the annual increase in the Consumer Price Index, whichever is lower. Supporters cite high housing costs, tenant displacement, and foreclosures and advocate rent control and foreclosure prevention measures. Opponents contend rent control will discourage new housing construction and emphasize reducing barriers to housing creation. Prior rent control measures failed in 1994 and 2023.
