Statutory inquiry to be held into care of children with spina bifida and complex scoliosis at Children's Health Ireland
"It recently emerged that a whistleblower from CHI made an unprotected disclosure in August regarding the late Harvey Morrison (9). The child suffered from spina bifida and scoliosis and waited in pain for nearly three years for spinal surgery. The whistleblower alleged he was mistakenly taken off the waiting list because he was deemed to be in palliative care. CHI said it only received the protected disclosure from the HSE on Monday."
"It was originally sent to Health Minister Jennifer Carroll Mac Neill, during the summer and passed on to the Protected Disclosures Commissioner. It was given to the HSE in September and it sought further information from the whistleblower. The protected disclosure said he was deemed to be "suitable for surgery once bone density is improved" by a consultant surgeon, based at Great Ormond Street Hospital who had examined the child in Dublin in May 2024."
A meeting at Government Buildings with Tánaiste Simon Harris and Health Minister Jennifer Carroll MacNeill resulted in an agreement in principle to a full statutory inquiry. A facilitator will be appointed to draw up terms of reference. A CHI whistleblower made an unprotected disclosure in August about nine-year-old Harvey Morrison, who had spina bifida and scoliosis and waited nearly three years for spinal surgery. The whistleblower alleged Harvey was taken off the waiting list after being deemed palliative. The protected disclosure reached the HSE later and said a consultant advised surgery once bone density improved; Harvey died on July 29 after surgery.
