Eighteen states have moved to pursue "Stop Super Speeders" legislation that would require active Intelligent Speed Assist (ISA) systems on vehicles registered to drivers with specified deadly driving offenses. ISA automatically senses local speed limits and throttles vehicles to those limits. Mandatory ISA on all vehicles without an override could reduce road deaths by 26–50 percent. Applying speed governors to repeat high-risk drivers could still substantially reduce fatalities during a traffic violence crisis that killed 40,901 people in 2023, with about one-third of fatalities involving a speeding driver. A New York City study found drivers with ten automated tickets contributed to deadly crashes at nearly three times the general rate, while twenty tickets raised the risk fivefold.
