This month, the Office of Health Care Affordability proposed limiting healthcare spending growth to no more than the projected growth in household income - 3% per year over the next five years.
Last year, the California Health Care Foundation found that more than half the state's residents had skipped or postponed some type of healthcare in the previous 12 months due to cost.
