A teenage girl suffered brain damage in a boating accident that claimed the life of her classmate. Katerina 'Katy' Puig, once a star soccer player, was in a coma for months. Her parents expressed their anguish over her condition. A new law, 'Lucy's Law,' was signed to impose felonious penalties for reckless operation of vessels causing severe injuries. Named after Luciana 'Lucy' Fernandez, who died in the crash, this law aims to ensure greater accountability in boating accidents. Katy, now confined to a wheelchair, acknowledges her survival as a miracle.
We used to pray for her to open her eyes. We used to pray for her to move her thumb. We used to pray for her to just be able to eat.
The law, which went into effect July 1, was named after 17-year-old Luciana 'Lucy' Fernandez, who was embarking on her senior year at Our Lady of Lourdes Academy when she died in the Sept. 4, 2022, boat crash.
I am a miracle. I miss my angel [Lucy].
