Kristi Noem served as South Dakota governor from 2019 to 2025 and later became secretary of Homeland Security. Noem used public service announcement campaigns to gain national attention and to advance policy and recruitment goals. The nearly $1.4 million "Meth. We're On It." campaign ran on TV, billboards, and online and targeted a documented meth problem among South Dakota ninth graders. The campaign generated clicks, calls, referrals to treatment, and industry recognition despite ridicule for its ambiguous tagline. "Freedom Works Here" focused on workforce recruitment and later commercials promoted Trump-era border and immigration policies.
