David Henderson, the chief executive of Water UK, warned that without substantial increases to household water bills, England and Wales would struggle to meet the ambitious housing target of 1.5 million homes set by the government. He emphasized that investment in infrastructure—specifically sewage pipes and reservoirs—is vital for facilitating construction in water-stressed areas. Henderson argued that not only is economic growth in jeopardy, but failing to secure necessary funds will worsen sewage issues, leading to continued pollution in our seas.
In his conversation on BBC Radio 4, Henderson highlighted that the current financial limitations imposed by Ofwat's draft plans could hinder the water companies from making the investments required for supporting housing developments. The fact that water companies are being held back from increasing the average household bill significantly would mean essential upgrades and new infrastructure to prevent sewage spills would be out of reach. Hence, meeting the government's housing goal could be nearly impossible without regulatory support.
