Labour minister Pat McFadden stated that the government did not want to restrict winter fuel payments, but had to make tough choices due to unfunded spending commitments.
He emphasized that pensioners entitled to Pension Credit will still receive benefits, and urged nearly 900,000 eligible pensioners currently not claiming to take action.
