In a prior recommendation, Judge Louis also suggested that Carollo's Coconut Grove home should be shielded from seizure, reinforcing his legal defense.
Carollo's legal team argued that the garnishment has led to considerable financial strain on the family, prompting them to seek protections under Florida law.
The City of Miami has held 25% of Carollo's paychecks in escrow since a jury found him responsible for a $63.5 million judgment against him.
