They operated this scheme between 2012 and 2015, advising clients on visa applications and immigration procedures while facilitating their stay in the U.S. for childbirth. The operation exploited loopholes in immigration law, charging tens of thousands of dollars for these services.
The Justice Department revealed that Liu and Dong were aware that their clients falsified visa applications to enter the U.S. by claiming they were tourists. They gave women housing and legal assistance for their newborns, with the women typically returning to China shortly after giving birth, indicating the fraudulent nature of their visas and the scheme's purpose.
