The ongoing effort by the Department of Veterans Affairs to modernize access to education benefits through the Digital GI Bill platform has faced significant delays and cost overruns, now estimated to conclude in July 2026.
A watchdog report indicates that insufficient planning by the Veterans Benefits Administration has hindered the development of the Digital GI Bill platform, leading to delays and an increase in costs to $479 million.
Initial contract requirements for the Digital GI Bill project were found to be unclear and included unrealistic expectations, causing the project's total costs to more than double from the original estimates.
The VA's Office of Inspector General criticized VBA for not incorporating necessary technical expertise in early planning stages, failing to adhere to best practices, which severely impeded project progress.
