Sullivan's bizarre harassment included voicemails where he pretended to be a former lover, and making inappropriate animal noises, all from his assigned NYPD phone.
The investigation revealed Sullivan used confidential information obtained through 311 calls to target and harass Paul Vogel, violating confidentiality laws to punish a whistleblower.
