In Texas, state investigations have been initiated regarding two major lottery wins totaling nearly $180 million, under scrutiny for possible exploitation of purchasing rules. Attorney General Ken Paxton and Governor Greg Abbott are spearheading inquiries into the legitimacy of ticket acquisitions, particularly concerning courier services that buy tickets on behalf of customers, often bypassing legal protocols. The Texas Lottery Commission plans to ban these couriers amidst fears about unregulated ticket sales, including illegal purchases by minors and out-of-state buyers. This scrutiny aims to ensure a fair lottery system for all participants.
Texas citizens deserve far better than bad actors getting rich off of a lottery system that is open to exploitation, and we will hold anyone who engages in illegal activity accountable, Paxton said in a statement.
The practice bypasses state law that requires tickets to be purchased in person. Couriers, which operate in 19 states according to a 2024 report from the Florida Office of Program Analysis and Government Accountability, do not have any regulatory oversight or licensing requirements in Texas.
