Illinois is launching a basic income pilot for 400 families in the child welfare system in the hopes of reducing maltreatment
Briefly

The EmPwR program aims to provide monthly cash payments to families in the child welfare system, exploring whether financial support can reduce child neglect and improve safety.
Researchers hope that boosting parents' income through GBI will help prevent maltreatment, as past studies show that cash payments can strengthen access to necessities and reduce stress.
"Many of the families that we would see have deeper involvement in foster care and child welfare are dealing with gaps and the holes in the safety net," stated Mike Shaver.
The GBI pilot, a collaboration between Illinois DCFS and Brightpoint, will assess the effects of direct cash assistance on families previously investigated for abuse or neglect.
