"I know it was a long night listening to that wind howl," U.S. Virgin Islands Gov. Albert Bryan Jr. remarked, emphasizing the storm's intensity.
"A lot of rain, a lot of rain," said Culebra Mayor Edilberto Romero, highlighting the severe impact with fallen trees and damaged roofs reported across the region.
Residents in the northern coastal town of Toa Baja expressed anxiety over the flooding, with one predicting loss of power again despite a brief moment of relief.
