New York regulators are increasingly denying liquor-store license applications, with attorneys reporting up to 70% denials this year to avoid harming existing retailers. Regulators have blocked proposals for small reopenings, including a 138-square-foot shop at 296 Nostrand Ave in Bedford-Stuyvesant. Alcohol sales have fallen about 25% this year after a similar drop last year, and new tariffs on imported wine and liquor plus growing competition from legalized marijuana are intensifying pressure on retailers. At least 106 retail liquor licenses were voluntarily surrendered this year, leaving 3,330 statewide as of Aug. 25.
