Carter sat the first defensive series in Week 13 against Green Bay and missed the entire first quarter in the Thursday-night loss to New England. Carter, a 22-year-old Penn State product, has since taken ownership publicly and within the building with teammates and coaches, and his response after both incidents has been characterized as strong and improving.
