Karine Silva testified before the New York City Council urging passage of Intro. 1297 to reopen the Gender-Motivated Violence Act lookback window. Silva stated that Jeffrey Epstein sexually abused her as a child and that she was not ready to come forward earlier. Silva described ongoing daily struggles and an inability to afford mental health treatment, and asked the council to bring the bill, which has 41 co-sponsors, to a vote. A court ruling earlier this year limited GMVA claims to incidents after 2022, dismissing hundreds of pending lawsuits, including about 450 cases against juvenile detention facilities. Passage of Intro. 1297 would effectively overturn that restriction and restore survivors’ ability to pursue civil accountability.
