Queens Supreme Court Judge Cheree Buggs ordered the Department of Transportation to halt the 31st Street protected bike lane after finding required FDNY and other agency certifications were not secured under the city's "major transportation project" law. Buggs questioned the efficacy of the redesign even though precedent grants DOT authority to redesign streets. DOT intends to carry out mandatory interagency consultations, obtain the missing certifications, and finish installation when weather allows in spring. The agency will also file a notice of appeal indicating it may challenge the ruling on the merits. One side of the lane was installed last summer; the full plan covers both sides between 36th and Newtown avenues.
