The driver who was caught on camera striking and killing a construction worker on Manhattan's Upper East Side during a wild road-rage spat was ordered held on $50,000 bond at his Friday arraignment. Andre Mosby, 26, is accused of fatally plowing into Long Islander Roberto Velez Alvarez after a quarrel, sending the 54-year-old smashing through the glass storefront of a cafe on East 60th Street just before 4 p.m. on Wednesday.
