Luis Pallchisaca, 21, of Richmond Hill was arraigned on charges including attempted murder in the second degree, assault in the first degree and criminal possession of a weapon in the fourth degree. At about 11:30 p.m. on Sept. 21 at the Mets-Willets Point 7 train station, Pallchisaca approached a 25-year-old rider, slashed his throat and stabbed him multiple times in the back with what appeared to be a knife before fleeing. Officers from the 110th Precinct and Transit District 20 responded and EMS took the victim to New York-Presbyterian Queens Hospital, where he remained in critical condition, required multiple stitches and a breathing tube for larynx injuries.
