Public Advocate Jumaane Williams unveils the 2025 Worst Landlord Watchlist amNewYork
"A whopping 60 of Brunn and Hastings properties have nearly 9,000 open violations, ranging from rat and roach infestations, mold, heat and hot-water outages, broken elevators, and other safety hazards. This is the first known instance of the top two landlards representing the same entity, and demonstrates both the breadth of the violations at their properties and the means with which corporate entities seek to avoid accountability with different LLCs and head offices in city records, said Williams, noting that last week the City settled a lawsuit with A&E Real Estate, mandating repairs across their portfolio."
"At a press conference outside 80 Woodruff Ave. in Flatbush, Brooklyn the building belongs to the top two worst landlords, Margaret Brunn and Donald Hastings, who operate A&E Real Estate Holdings Williams said that Brunn and Hastings had more violations than anyone in the list's history."
"The 2025 top 10 worst landlords in NYC, in order of most violations, are: Margaret Brunn, 24 buildings with 4872 open HPD violations Donald Hastings, 36 buildings with 3889 open HPD violations Barry Singer, 15 buildings with 2885 open HPD violations Joseph Cafiero, 19 buildings with 2871 open HPD violations Peter Fine, 7 buildings with 2206 open HPD violations Robyn Lucas, 14 buildings with 2101 open HPD violations Yonatan Bahumi,"
The 2025 Worst Landlord Watchlist ranks New York City property owners by unresolved housing-code violations. Margaret Brunn and Donald Hastings, operating as A&E Real Estate Holdings, account for nearly 9,000 open violations across 60 properties. Reported violations include rodent and roach infestations, mold, heat and hot-water outages, broken elevators, and collapsing infrastructure. The list highlights that the top two entries represent the same entity using multiple LLCs and different head-office entries, which can obscure accountability. A recent city settlement with A&E Real Estate mandates repairs across the portfolio. The top ten list also names other landlords ranked by open HPD violations.
