An oil delivery truck leaked fuel across First Avenue near East 30th Street, covering the roadway and reaching Kips Bay Towers property. Firefighters and hazmat crews responded around 11:45 a.m. A witness reported an e-bike rider struck a hose laid over the bike lane, triggering the leak. A cyclist slipped on the slick and was covered in oil. Building crews assisted cleanup on their property while city officials opened an investigation. Sanitation workers spread sand to absorb residue, the block was closed temporarily, and the street reopened by about 2 p.m., with fuel odor lingering and traffic congestion worsened amid UN General Assembly gridlock.
