District Judge Kevin Mullins, 54, was fatally shot in his chambers during an argument with sheriff Shawn M. Stines at the Letcher County courthouse.
Mullins, who served as a district judge since 2009, was known for his advocacy for substance abuse treatment, helping hundreds of residents access care.
Kentucky Governor Andy Beshear expressed concern over the shooting, stating, 'There is far too much violence in this world, and I pray there is a path to a better tomorrow.'
The investigation into the shooting will involve the Kentucky Attorney General's office and local authorities, with a focus on pursuing justice for the deceased.
