Ryan Rampersaud, 30, was arraigned on a four-count indictment charging vehicular manslaughter in the second degree, criminally negligent homicide, and two counts of operating a motor vehicle while under the influence. The crash killed 54-year-old Blanca Arias-Miranda, a mother of four, who had the right of way in a designated bike lane. The collision occurred about 1:40 a.m. on January 4 when Rampersaud attempted a left turn and failed to yield. Rampersaud showed signs of intoxication, refused a breathalyzer, and a court-ordered blood draw showed a 0.12% BAC. He faces up to seven years if convicted.
