James Caban, the twin brother of former NYC Police Commissioner Edward Caban, allegedly impersonated him at precincts to obstruct investigations into illegal club activities. This scheme was exposed in a whistleblower complaint by NYPD lieutenant Emelio Rodrigues. The complaint revealed that James appeared at the 34th precinct multiple times, leading officers to believe he was the commissioner. It was claimed that precinct commander Aneudy Castillo and his subordinates facilitated this deception, and significant concerns arose about the integrity of law enforcement operations under such influence.
The CO would always say 'Caban is coming,' which led us to believe it was the commissioner. I saluted him and other officers did too.
Caban met with Inspector Castillo and his Special Operations Lt. Michael Disanto, suggesting collusion in the scheme during his visits.
