Brock Bowers is inactive for Sunday's game against the Indianapolis Colts after missing two straight days of practice so he could get additional rest for a left-knee injury. Coach Pete Carroll had expressed expectation that Bowers would be available, but Bowers had been listed as questionable. Bowers suffered a PCL injury and a bone bruise in his left knee in the season-opening win over New England; doctors say rest is the only way to recover, but sources say Bowers has been unwilling to fully rest. His production has declined to 14 catches for 122 yards since Week 1, and he has recorded under 50 receiving yards in three straight games while playing with a brace and sleeve, though he led the Raiders with 46 yards in last week’s loss to the Bears. Bowers described the knee as painful, sore and frustrating.
