Sullivan will anchor the rebuild through drafting, with Green Bay roots influencing player evaluation. Miami's central problem has been poor talent evaluation and pedestrian drafts, including missed opportunities on quarterbacks and other prospects. Examples include Tua Tagovailoa versus Justin Herbert, Jaylen Waddle versus Penei Sewell, Channing Tindall versus Leo Chenal, and Chop Robinson versus Quinyon Mitchell. Coaching still matters.
