EDC's Chief Infrastructure Officer Josh Krauss explained the situation at a press conference, emphasizing the coordination with multiple city agencies to manage the impact of the flooding on traffic and transport.
Traffic was partially restored by 3 p.m. with bi-directional flow in the north tube; however, the south tube remained closed as the MTA continued water recovery efforts.
