Councilman Don Harper expressed concern that setting the affordable housing bar too high could deter developers, stating, 'no one can be certain what the future holds for development' and that it may result in fewer housing projects.
Mayor John Stephens emphasized the need for balance, noting, 'we don't want to price ourselves out of the market,' indicating the city's intent to encourage development while addressing affordable housing.
Councilman Manuel Chavez raised a valid concern regarding the threshold for affordable units. He pointed out that a higher threshold might lead developers to intentionally build just under it, thus avoiding the affordability requirements.
