Building staff cannot just enter your rent-stabilized apartment for any reason without notifying you. The exception is a severe emergency, like a gas or water leak.
Even in emergencies, landlords should attempt to contact tenants before entering. Generally, they need to provide notice for inspections or repairs, typically 24 hours.
Unauthorized entry by building personnel, for no apparent reason, is considered trespass. Such incidents should be reported to management, the police, and appropriate state authorities.
Rent-stabilized tenants have the right to file a complaint with the state Division of Housing and Community Renewal for harassment by building employees regarding unlawful entry.
