Previously, if 20% of nearby landowners opposed a zoning change, that would require a supermajority vote to approve it. The new bill raises this threshold to 60%, specifically addressing residential developments. Supported by bipartisan lawmakers, the bill aims to mitigate housing shortages but has drawn criticism for potentially sidelining community input in development decisions.
"The current system supermajority requirements have historically blocked needed housing projects and worsen[ed] the housing shortages and affordability issues we have," said Rep. Angelia Orr.
"Supporters of the law say it ensures homeowners get a say on what is built in their neighborhood. But critics argue it amplifies the concerns of a small group of people."
