In a recently released report by NYC Comptroller Brad Lander, it has been revealed that significant failures persist in the city’s handling of chronic heat issues in apartment buildings. Many landlords neglect compliance, leaving tenants in cold conditions. The report highlighted that over 200,000 complaints for heat and hot water have emerged in the last two seasons. Alarmingly, over 900 buildings identified with repeated violations over seven years saw little to no intervention from the Department of Housing Preservation and Development (HPD). Such outcomes suggest systemic flaws within the housing agency’s enforcement actions.
