The incident, which he described as an error while trying to send the video to his girlfriend, led to a sexual harassment investigation. Stalheim filed a harassment report after the incident, highlighting an offensive work environment. Ultimately, the investigation concluded that Ross had created a hostile work environment, prompting his resignation and a potential petition for a special election in the city.
I do take responsibility for this mistake. I tried to immediately correct it and was unable. The decision I made falls in line with all my work on behalf of the City of Minot.
Stalheim filed an official harassment report two weeks later, asking for a formal apology from the mayor and requesting he consider resigning.
The investigation found that Ross directly caused Stalheim's inability to work in an environment free from unreasonable sexual harassment and created an offensive work environment.
