The Post on Sunday revealed that a new quality-of-life initiative in NYPD transit districts in Queens and Brooklyn has ensnared the top five subway system offenders in the city.
Topping the list is Robert Davis, 56, a reputed member of the Latin Kings gang who has compiled 129 career busts, including felony robbery and grand larceny charges.
