A federal monitor's report has found that the NYPD's Community Response Team, supported by Mayor Eric Adams, is engaging in unconstitutional stops largely affecting Black and Hispanic men. The report reveals that 41% of the stops, searches, and frisks performed by the team are unlawful, significantly higher than other units. Moreover, the unit fails to document these incidents properly, undermining accountability and continuous monitoring. The monitor noted that a staggering 97% of those stopped belong to minority communities, raising serious concerns about civil rights violations and systemic racism within the department.
In a sample of body-worn camera footage, the monitor found that 41% of stops, searches, and frisks by CRT officers were unlawful, a far higher percentage than with other NYPD units.
