Licensed cannabis operators in New York are experiencing growing frustration as they await the implementation of rules for consumption lounges, four years after legalization. The Marijuana Regulation and Taxation Act, passed in 2021, included provisions for on-site consumption, yet the Office of Cannabis has yet to finalize regulations. Arish Halani, CEO of Herbwell Cannabis, voiced strong disappointment and ambition to establish the first lounge, while other dispensaries also prepared lounge spaces without knowing when they can operate them.
There is no regulatory framework to enact the law [allowing cannabis lounges],” he lamented. “We'd love to be the first lounge to open.
Many existing licensed cannabis dispensaries have dedicated space on their premises to such lounges and expressed disappointment with how long it's taking the OCM to draft rules.
Pot-shop operators still can't apply for a license to open a lounge because the Office of Cannabis has yet to put regulations in place.
