Exclusive | Contractor in alleged kickback scheme tells NYPD to fork over $5.4M for unpaid work: 'You can't just not pay'

MDB Development Corporation is suing the NYPD for $5.3 million due to unpaid work connected to a contract for maintaining and inspecting the police headquarters. Although the firm has been indicted for a separate kickback scheme, it claims the NYPD continued to expand contract obligations without legally awarding follow-up work. The city comptroller's office denied further contracts over corruption concerns, yet MDB asserts it has incurred significant costs while being directed to perform additional duties related to the unapproved contract.
"An indictment doesn't mean you don't get paid," said an attorney for the firm, Brian Gardner. "You can't just not pay for past work because of these reasons."
The city and the NYPD have refused to pay outstanding balances for both the contracted work and the additional work-most notably, ongoing rental charges for scaffolding and sidewalk bridging, which the NYPD continues to use.
