During her tour, she stopped at the location of the incident where a homeless woman was set on fire. Noem met with law enforcement and asserted that undocumented individuals will be prosecuted and barred from re-entry. The attack on Debrina Kawam was described by DHS as the most depraved act imaginable.
The gruesome, unprovoked attack left Kawam's body completely scorched, making it difficult for police to immediately identify her.
