Activists argue the decision disproportionately affects Latinx immigrant communities and question the plan's effectiveness in addressing homelessness.
"You don't kick immigrants out of a sanctuary city," Gabriel Medina, director of La Raza Community Resource Center, told the rally.
Kunal Modi mentioned the program aims to "get everyone who is living in an RV to a better and more stable housing situation."
Dozens of speakers, some in tears, expressed their fears of losing homes, underscoring personal stories of displacement.
MTA claims the program is 'compassionate,' providing six-month permits for residents working with city services, but these are seen as inadequate.
