"By putting immigration officers in the courtrooms, they're discouraging people from following the processes, punishing people for following the rules," said Lindsay Toczylowski of ImmDef.
"It's bad policy... Arrests near or in immigration courts discourage people from appearing and seeking justice," noted advocates as enforcement actions increased.
